The 16-year-old driver of a sport utility vehicle that went out of control in rural Tennessee and caused a weekend accident that killed five people should not have been on the road, authorities said Monday.

Shirley Nikki Hughett was driving late Friday with three teenage friends when her SUV hydroplaned on a curve on a two-lane highway, flipped on its side and crossed the center lane, slamming into the oncoming car. The SUV erupted into flames and all its occupants died.

Tennessee Highway Patrol spokesman Mike Browning said Hughett held an intermediate restricted license, which means she shouldn't have been driving after 11 p.m. or had more than one passenger in the vehicle.

Authorities said none of the teenagers were wearing seat belts in the accident that happened shortly before midnight Friday on a wet, foggy highway in Scott County, about 40 miles northwest of Knoxville.
